Advice on getting Non-B

I'm American, currently in Thailand on a Tourist visa extension expiring 2 June. I am not a teacher. Finally, I have all necessary paperwork (including (WP3) and ready to get my single entry, Non-B visa to complete the process for the work permit.

1. Is it necessary to leave the country or can I convert my visa extension in Thailand? A teacher friend seemed to do this without hassle but I've been told by my legal department that I must leave the country. If that's the case, the rules are different for teachers.

2. If leaving the country is necessary, I would be grateful for any advice on where the best place is to get the non-B in terms of ease and timing. Are the rules of the road similar to that of the Tourist visa? (Vientiane seems to be the best place for Tourist) I prefer Phnom Penh but I frequently see Penang and KL mentioned here with regards to Non-B. Any advice?

Immigration seldom does a change of visa status to get a non immigrant visa entry based upon qualifying for an extension of stay based upon working and as far as I know only Bangkok immigration does it.

The WP3 will not be enough to get a non-b at any nearby embassy or consulate You will need a letter of approval from the work permit office.

It is also possible to get it in Penang. Phnom Penh is a possibity but it can take up to 4 days to get it unless you use an agent.

They would depend on where somebody is located. And also the cost of getting there can be a factor.

I normally suggest Vientiane for the north part of the country and Penang for the south.

For tourist visas Laos if you want more than a single entry is the only nearby choice.
