BANGKOK: -- The Election Commission Wednesday refused to approve the transfer of Metropolitan Police chief Pol Lt Gen Camronwit Toopgrajank to head the Provincial Police Bureau 5 for fear that he would serve as a political canvasser there, a source said.


The source said the EC saw that the Chiang Mai-based Provincial Police Bureau 5 is in charge of northern provinces, which are strongholds of a political party so his transfer might benefit the party.

Moreover, the EC saw that the transfer was proposed outside the normal transfer period.

The source said the EC would summon Police Commissioner General Pol Gen Adul Saengsingkaew to defend the transfer on Tuesday.

If Adul fails to turn up, the EC would regard that the transfer would be formally rejected.

Apart from the EC's concerns regarding election campaigning,the real reason as Bangkok Chief with an imminent crackdown, Mr. T doesn't want his mate implicated in any botched attempt that is inevitably going cause bloodshed and loss of life.

The connection with Thaksin is pretty well established, and thus the EC is right in asking this to be justified, especially after the Thawil transfer incident. For those who wonder why the EC would be involved, should be thankful, because it would mean possibly avoiding another impeachment inquiry should there be deemed anything improper with it after the fact. Also, it must be reiterated that the Pheu Thai administration has been in a caretaker capacity since December 9, and as such has needed approval from the EC if there could be any construed connection with partisan politics, as well as needing EC approval for expenditures concerning the rice scheme, as the caretaker Pheu Thai administration - by their own admission - are perpetually in an election campaign, and are thus subject to the rules concerning elections.

I'd say that's pretty clear that the EC is not promoting Shin transfers to gain any form of maintained PTP/UDD/Thaksin democracy, and is clearly against such moves. Or is it not that clear?

Owing to the Govt being in a caretaker situation in which it made little or no provisions for the many things that must be done in the time of the caretaker role the EC finds itself in the position, which I am sure it would rather not be in, of having to vet the actions of said caretaker Govt.

This is set down in the constitution and is therefor law.

That the caretaker Govt are having to find money for things they failed to allow for and coming up with dodgy things like this transfer is putting a burden on the EC that it should not have.

If the caretaker Govt really want the EC to do its job of running elections then it should not be coming up with things that they must know will have to, by law, go before the EC for these things can only make it more difficult for the EC to carry out its core function.
