If for whatever strange reason you are in Canberra and are hoping to get a Non-Imm O visa with multiple entries, try elsewhere (Melbourne, Sydney, Brisbane). One entry only allowed, no reasons given, very rude and grumpy staff said it is not possible anywhere in Australia to get multiple entries, so i called Melbourne and they said they still granted multiple entries. Took 2 working days.

Upon what basis did you get your non-o?

Unless based upon marriage there are very few embassies or official consulates in the world that will issue them.

Also can confirm no problems with Brisbane (obtained double entry in March via mail) and unlike Melbourne they don't require an itinerary.

Think you're confused.

Non-Imm O visa is the long term tourist visa and most embassies and consulates do issue them.

They are certainly not tourist visas. You have to have a valid reason to get one (see the link you posted)

You also need to note I said multiple entry visas. It can be easier to get single entry visas.

Melbourne is not an official Thai consulate. It is a honorary consulate.
