On my fourth visit to the Department of Land Transport in Rayong, I finally was able to get the application form. (On my first three visits they refused, claiming that the maximum number of forms (80) had already been handed out for the day.) Having completed the form, they were happy to accept my application, but kindly informed me that the exam would take place on June 12th, since all slots were fully booked until then.

Is this normal, or is the motorcycle licensing section of Rayong DLT exceptionally crammed?

Back in 2002, getting my car license at Jatujak was a fairly painless experience, all sorted out in a single visit.

Any advice? Are there any less busy DLTs for motorcycle license in existence elsewhere, and can I just go there, despite my letter of address states Rayong?

You can do it on Bangkok (near Mo Chit) if out of province.

I have found the Chanthaburi office very relaxed and easy, but I can not answer your question with a rayong address though. If you want to go and try I can mark the office on a map for you.

You should be able to do it at any office regardless of address
