Apparently it's possible without the need to go to Laos or a neighbouring country and it's approximately the same cost of 1900 baht. The cost is 2000 baht for the conversion to get a non immigrant visa entry and then 1900 baht for the extension of stay. It will not be done if attending a language school. The letter attached, given to me by the immigration officer at the Hollywood immigration place gives you the two types of educational establishments. It's very confusing. It turns out part-time courses cannot be changed in the country and travelling to a neighbouring country's Thai consulate is unavoidable.
