You don't go to immigration to get your visa. You have to go to the embassy's consular section in Vientiane.

You can get a van from the airport to the bridge in Nong Kai then the shuttle bus across the bridge and then from there to the consular section by tuk tuk or taxi.

As said first step is getting to Nong Khai Immigration check point at bridge and that will be about an hours drive - there will be transport available at Udon for this trip - just ask around or search for posts. You clear Thai immigration and take bus to Laos side and clear there immigration and then get transport into Vientiane/hotel or directly to Consulate section for visa (not same building as Embassy). Next day after issue of visa you make the return trip. Many people doing so should not be any issues.
