Mailing a letter from USA -> Bangkok, want to put in a $20.00 or $40, and am wondering if that is not wise, from anyone's experience.

The Thai postal system is very reliable. The endpoint often is not. Many thefts occur at the last stage of delivery after the postman has faithfully delivered the post.

Most counties have laws against mailing cash so it's not a good idea.

I've successfully done it using aluminum foil to line the envelope. This was for sending very small amounts of worthless old Indochinese and Burmese bank notes.

Why not send a bank draft? Your US bank can issue a money order/draft in Thai baht drawn on a Thai Bank. It should be quite easy for anyone with a bank account in Thailand to cash. However the rate of exchange won't be favorable. If you keep your receipt and the post gets lost you can get a refund... several months later.

I think if you are sending a small amount of $100.00 or less it will be very hard to find any way to do it for less than 20%. One way or another the fees will get you.

My experience with wires is the receiving bank in Thailand will have a fee somewhere between 300-500 baht that the receiver won't see. It's deducted before they deposit the money in the recipients account.
