Google has been moving closer and closer to the Apple security model. The default security settings/permissions for KitKat does not allow apps to access parts of storage space that are not "theirs". The phone manufacturers can override this and many do. The bundled " file manager" app should be able to do everything/anything with the SD card for example. Sony apparently has reintroduced the ability to move apps onto the SD card (officially taken away in jelly bean) in their latest KitKat builds (which, because its Sony, is not evenly distributed across their product range)
