rickirs
"... allocate two percent of the liquor and tobacco taxes amounting to 3,000-4,000 million baht to set up a fund for development of tourism destinations." This seems not to be a new tax but a diversion of some of an existing tax. If so, where is the shortfall occurring? If the government has to then borrow money or raise the shortfall with another new tax or allocate from yet another tax, the idea is premature and pointless. Thailand might try a more broader source for funding such as better income tax enforcement, new or improved source of taxation such as an inheritance or estate tax, revenue savings programs, or defundiong other national programs.
