Is it hard to get a tourist visa at the embassy in Yangoon?

No reports of having any problem getting a tourist visa in Yangon. At one time they were doing 2 entries but I have not seen any recent post of getting one.

Which do you think is better, Laos or Rangoon? Thank you for your help.

Laos, Savannakhet or Vientiane if you haven't had many recent TV in your passport. Yangon might be better otherwise, on the basis that it's not a visa factory like the Lao consulates are. There are some foreigners (non-Burmese) applying there probably everyday, but only a few, compared to the hordes of foreigners in Lao (where at the same time very few Laotians apply for any sort of visa because they are visa exempt for 30 days anyway).
