Hi, my friend forgot to extend his tourist visa in time so today he only got 7 days but he needs to be here just over another 3 weeks. As it is after the 12 August tightening up date, can he still just take a van to Cambodia and get 30 days more (it will be his first time after all) or will he now actually have to go into an embassy and apply for another 60 day tourist visa on a weekday?  Thanks for any answer you may be able to give.

If he does not have a previous history of out/in visa exempt entries he could get a 30 day entry if he is from a G7 country otherwise it will be 15 days unless his country has a bilateral agreement.

He probably did not have a visa but entered on a visa exempt stamp and got 30 days on entry.
Normal "extension" on visa exempt stamp is 7 days.
