Sure not that many in the centre of the redlights (Walking Street, Soi Buakhao etc.). Jomtien is a prefered place for Thai weekenders. Generally Thai families are not much up for Pattaya, but have other places on the east coast nearby. So I guess many of them only do daytime excursions and sleep at other places. "farang owned budget hotels" is a bit misleading. Nothing is farang owned, just mainly frequented by farangs. From the replies, I guess they avoid areas like Walking street and customers of farang run hotels mainly gets its customers from foreign tourists.
