The responder didn't appear to properly and correctly read and answer the question. I suggest more detail and and a better answer since these posts are supposed to be the definitive answers to these questions.

 

The question actually states "from outside Thai"

But the answer replies stating "while residing and operating within Thailand" which is nowhere stated or even implied.

 

I'm guessing either the question was missworded, or the person is actually offering a service "from outside" of Thailand and therefore needs a better answer.

Then it's not related to Thailand, ask your question in a forum dedicated to that country.
