No tourist visa possible without a return flight ticket to Philippine ?

Hi!

This year I plan to visit Palawan island in November before I come to Thailand , the consulate here could not aswer me the question , if I enter the Philippine by air , and not have any return ticked plan to reennter again after a short trip to Malaysia to extend, calling the embassy the aswer was again you not get a tourist visa when you not have a return flight ticket can someone confirm this?

Embassy says I can extend only in the Philippine itself

In google I read it's never nesarsary to leave the country it can be always extended one month!

Where is nearest location of next avalible immigration on Palawan island?

Is it also possible to get 1 month extension of a 2 month tourist visa direct in airport in Manila?
