BANGKOK: -- All members of the National Legislative Assembly are required to declare their assets and liabilities to the National Anti-Corruption Commission and the public within 30 days since August 8 when they took an oath at the parliament.

NACC secretary-general Sansern Poljiak the requirement to declare the assets and liabilities unanimously decided by the commission on Thursday.

The commission, he added, has nominated Mr Vicha Mahakhun, a commissioner, and himself to the selection committee for seats in the National Reform Council.

Mr Vicha was nominated for seats in the legal and justice process sector while Mr Sansern was nominated for political affairs.

Would the person who issued such a statement step forth, and declare assets and liabilities also?

I guess with all the advance notification those that had not done before will have done so now so a pretty pointless exercise?

That's a good start, and I hope the asset declaration will be an annual requirement.  Now will the declaration of assets include business interests, and is there a conflict of interest requirement that members remove themselves from all discussions and votes on issues that affect their business interests?

Deadline for declaration set for Sept 7; NLA members can retain shareholdings

BANGKOK: -- All National Legislative Assembly (NLA) members must submit their asset declarations to comply with the provisional charter, National Anti-Corruption Commis-sion (NACC) secretary-general Sansern Poljiak said yesterday.


Sansern was speaking after a meeting between the NACC and the Secretariat of the Senate over the legal inquiry into whether it is necessary for NLA members to declare their assets and liabilities to the NACC.

The NACC agreed that NLA members were political office holders under Article 6 of the 2014 provisional charter. The provision stipulates that NLA members carry out the roles of members of Parliament and senators, hence they are bound to file their asset declaration to the NACC.

Under Article 32 of the NACC Constitution Organic Act 1999, NLA members must submit their statement of assets and liabilities within 30 days of taking office or after taking the oath before the August 8 NLA session.

The deadline for declaring assets is September 7, Sansern said.

The NLA members also have to comply with Article 35 of the NACC Constitution Organic Act by publicly revealing their asset statements.

Like senators and MPs, NLA members who fail to observe the law will be deprived of their voting rights for five years, he said.

Sansern added that NLA members who hold shares in companies or a firm with a state concession will be allowed to continue holding their shares owing to immunity granted by Article 41 of the interim charter.

The provision stipulates that regulations on the qualifications or prohibition of persons holding political office shall not apply to NLA members.

Meanwhile, NLA vice president-elect Surachai Liengboonlertchai said yesterday that the soonest the assembly can meet will be Monday, because as of press time, the NLA president and vice presidents had not been royally endorsed.

The first item on the meeting's agenda will be the 2015 Budget Bill, he said, adding that this was of top priority.

An NLA source, who asked not to be named, said the Secretariat of the Senate had already prepared draft regulations for NLA meetings, which will be submitted to the assembly for consideration next week.

The draft regulations also include specifications on how NLA members vote for the next prime minister.

According to the draft, an NLA member has the right to nominate one person for the PM's post.

Only the nominee winning more than half of the votes from NLA members present at the meeting can become the premier.

There are currently 197 NLA members.

When there is no order to declare--big outcry from the anti army lot,   when there is an order to declare, useless to do it as they will cheat or have cheated.  Army- or PTP are on a loser with this.

 

Better employ the street urchins or little vender ladies, then you know they have no assets to declare, or pass on.

Look like the power of the army and NCPO is growing day by day...

 

These measures should have been done yonks ago.     power to the country -not the army so much.

It was no different when the PTP was in power, the only thing they could do is broaden the asset declaration to relatives. Still that might not help as Taksin for instance put his money on h is gardener. What we need here is investigative journalism. The defamation laws need to go.

True.. yesterday the anti army lot as up in arms that there might not be a declaration but now its pointless. Though I do agree with them in the past Taksin for instance put money in name of his gardener. So in a way this is pointless for whoever is in power unless they broaden the circle (including family ect) Then its still not sure.

Odd coincidence - 200 NLA members and reportedly 200 tickets to Hong Kong,

Singapore, New York, & Paris just yesterday all bearing the same passport name John Smith !

This should be interesting.

 

That said, there will probably now be a mad scramble to sell or to list in others names before the deadline.
