Presumably a visa to enter the EU would be valid long enough to outlast the disaster and reach your destination one way or another before the visa expires. In Thailand there is no extension based on natural disasters. If you entered on a visa that resulted in you getting a permission to stay that was extendable, you could extend it in the usual way. If it had already been extended or it wasn't eligible for an extension, you could apply for an extension and get 7 days to leave the country. You would then either have to exit the country and get a new visa in a neighboring country in order to return to Thailand or use a visa exempt entry or use the 7 days from the above mentioned extension to make new travel arrangements to reach your original destination. Generally if your airline cancelled your flight, they would try to assist you make alternate arrangements. But catering to your travel arrangements is not a responsibility of Immigrations.
