Crackdowns making things better or worse?

Although, I know a lot of people are in favor of the many recent crackdowns (cleaning beaches, visa rules etc.), I can not stop thinking, if these will actually end up having a positive effect or the exact opposite?.

I fully understand and support the idea of now starting to follow the law, but is this really possible in a deeply corrupt Thai-society?

Will the cleaning of the beaches not just end up with higher "fees" for running a business on the beach? Will the new visa rules not just end up, with immigration officers requiring higher "fees" for not asking too many questions?

In short... Is there not a very big chance of these crackdowns only being of benefit of the corrupt, by giving them the opportunity of making more money? Is this the right way to tackle corruption?

(Just read in another post here, that at a border crossing people could put THB 200 in their passport to avoid being asked questions about why they are reentering Thailand To me that shows, that corruption is the same - only difference is that prices have gone up.)

What are your thoughts?
