Else no one would pick up the phone 12-1. Thailand doesn't require anyone to be available to pick-up the phone 12-1 because no Thai would be silly enough to call during 12-1. In the West they sometimes rotate lunchtime a bit so they are staffed. This way many important businesses could be reached by other workers without having to do so during working hours and stealing from the boss.
