Is there that much to do their to warrant this, as I cannot see the divers shelling out since they're not exactly affluent tourists? I could be wrong on that last part. Nonsense on all points. You set yourself up as a tourist destination then you are obliged to protect tourists. Most taxes come from indirect taxation and we all pay those.
