My long term girlfriend is thai and has a young daughter whos dad is Thai but is long gone. In the UK I can apply for parental responsibility as a step-dad but would this be legal for a Thai national?

We do not intend to marry officially but my girlfriend would also like to change her name and her daughters name to mines, can we do this in the UK by deed poll if its only for UK names, i.e. not changing thai documents like passport or ID card.

We all live in the UK and they both hold indefinate leave to remain.

do either of these require finding her biological father for permission as he is on the birth certificate?
