"Pattaya officials have rescued four fishing boat crew members after their boat sank during a thunderstorm. Two of the crew were rescued after they had been drifting for 6 hours."

Why the first boat found the Captain and his nephew, do not know but lucky for all 4 of the crew they were.

I suspect when the boat got into trouble the captain phoned the owner, when the owner did not receive further calls from the boat he phoned other boats to ask for assistance, the owner probable would not call the rescue centre because if the boat was found still afloat they would investigate is sea worthiness.
