They organised a small delegation to talk to him about it and the noise was turned down to a more acceptable level. People are scared of the "buddhaboss" He spread a rumor that he can put a bad spell on people. Even the local police has been there but he scared the moff.Some "normal Buddhas been there too, but he also scared them off Ok then, here's another potential solution.A friend of ours lives in a village in Isaan. There are many rubber tappers there who work at night and go to bed very early in the morning. The local temple started upping the volume of the early morning speakers. After a polite word failed to get the volume reduced a few of the rubber tappers suggested to the head monk that the speaker system might soon suffer severe damage.
