Double entry visa: when to report n where? What amount per day of overstaying n it there a maximum

I have a story n some questions...

I was in Chiang Mai yesterday n I was an incredibly flowing smooth day in n out of Chiang Mai...

...until I went into Thai Immigration to enact the second part of my double entry visa which allows me 3 more months in Thailand.
Upon the stamp it says Novemeber 4th 2014.
This is when I understood I would need to be coming to Chiang Mai or Mae Hong Son to enact the second part of my double entry visa.
So, to get it taken care of early I went into the Chiang Mai Immmigration office, as it was 27/10/2014 yesterday.
Be timely n everyone appreciates it.
When I went upto the counter n showed my u.s. passport,

I was told I am now an overstayer.

Confused, I enquire more.

As no one spoke english well, I got little clarity.

They said to give my Chiang Mai address n to fill out a form.

I told the person I am visiting in Pai no longer C M.

She said to go to Mea Hong Son n immediately as possible.

I spoke with friends back in the Pai area where I have been visiting the last months.

Ive learnt n I want legal confirmation please,
as friends are friends who try like I do to keep up with the frequent law changes.

One I live in the Pai area,

so I have to go to Mae Hong Son

not Chiang Mai, I am told.

I have to go asap.
I do not have the funds immediately to pay the fine.
I will have it on the 2nd of Nov when I get my monthly payment,
If I can get a loan from a friend,
I may have it sooner.
What I was told in (spelling) Vientian, Laos when I went to get the double entry visa is...
n I asked for the agent to repete herself to be certain I understood correctly,
then repeted it back to her and she said yes I understood correctly.
thats double entry visa it was...

....you get 6 months

however, after 3 months you go into enact the second half of the visa for another 3 months.
which is waht I was doing yesterday, before the 3 months were up.
From what Im told now by Thai immigration
and friends who say they know the most recent laws is that...

Now its you have 2 months hassle free to BE

then you have to go into Mae Hong Son (being Im visiting in the Pai area)

to get one more month n pay more

(which is what I missed, Im told)

Im almost up with the initial 3 months

or the first half of the double entry visa.

l have to leave the country after this month is up (before Nov 4th)

n come back in the same day.

Literally, walk out of Thailand then walk back in to Thailand

n pay for going into the next country

then turn around n pay for coming back into Thailand.
So I MUST go up to Mei Sai before Nov 4th,
I am told

then turn back round after leaving the country

n come back into Thailand

and pay more money for the next 2 months
(which is 2 of the three months of my second half of the double entry visa)

n after those two months go to Mae Hong Son

n pay for 1 more month.

Then my double entry visa is over.

So, Im presently considered an over stayer supposibly

and can be booted out any minute, Im told.
I hear that its 500 baht a day for over staying.
Is there a limit to the charge?
I was told by a friend it is 5000 baht.

Id greatly appreciate clarity immediately as possible n thank you for you assistance

It is difficult to understand you in first place, also it seems you have understand very little of double entry tourist visa process.

Look at the entry stamp, not the visa sticker , what does it says ?

I previously understood that after 2 months of getting the double entry visa that

I go into Cm and get the third month stamped.

Then for the second half of the double entry visa I have to x the border up by mei sai n enter back in.

that is how Ive done it for the other double entry visas Ive done previously.

I only acted contrary to this due to what the thai immigration wman said to me last time I got the double visa entry in laos.

And because it was contrary to what I understood previously I asked to be sure I understood.

Now, Im told that how I had previously understood it n done it was right.

How much per day for over staying n is there a maximum amount they can fine you?

You are not answering, which date you have on the "allowed until" stamp? If nov 4th you are not in overstay, and the person at Immigration has gave you a run around. You can get a 30 day extenstion, fee is Bt 1,900.

The problem is that he thought the 90 day visa validity period was how long he could stay and that he could go to immigration and activate his 2nd entry.

He has now overstayed his 60 day entry because he did not get the 30 day extension.

The overstay fine is 500 baht a day up to a maximum of 20,000 baht.

Unless he fails to leave and re-enter before the enter before date on his visa.

He should get the money together for the fine now and head for a border crossing to pay the fine on departure and re-enter the country to use his 2nd entry.

Thats definitely correct?

And its timely for me to go up to Mea Sai

cross the border

If you entered Thailand immediately after having your visa issued, your "allowed until date" is Oct 4th. As of today that places you with a 25 days overstay, that is a fine of 12,500 Baht.

To enter Myanmar at Mae Sai you will need to purchase a day pass for 500 Baht.

There is no cost to re-enter Thailand.

Extension of stay at Thai immigration cost Baht 1,900.
