SolePurpose
The MOE in my experience is one of the most corrupt departments in thailand. You only have to look at how they employ foreign language teachers. They get money from the government to hire teachers. They then charge students extra for the privilege of learning another language. The agent comes along and pays the school for the contract. The school pays say 40-50k per month the agent then pays the teacher may 30-35k a month for nine and half months. If the teacher is a non native then maybe 20 at most. The other subjects are no better. Teachers often encourage gift giving to ensure a good grade. I could go on but with the standard of education in thailand. The truth is there for all to see. I agree with you. Also they will not pay for work permits for the foreign teachers; moreover, I assume that the money, which they get to pay for the work permits, they keep for themselves.

atyclb
The article sounds credible. Corruption is all over in Thailand. It goes all the way to the top. So chances of political leadership really wanting to fight it are limited. Punishment for corruption must be harsh and effective if people really want the change. Transfers to inactive posts will not do the job, Transfers to prison for a long time and assets being taken will be a good start. So far the new leadership doesn't seem to do anything to lock up the corrupt ones from the previous government. A shady land deal with the general as one of the benefactors may turn out to be more of the same: corruption. If so, nothing will change and the Kingdom will slow yet steady slip further downhill. Poor poor Thailand. instituting the chinese penalty would kill 2 birds with one stone. lower corruption and control overpopulation

ianf
This is another useless survey. Their figures are unrealistic. Most Thai would not dare to lay claim to paying a bribe for fear of of repurcussions. The same that most would never report a police demanding a bribe. It must have taken then months just to find people who would talk to them because outside the big cities bribes are demanded for everything. I don't believe these figures. They are too low. Corruption is a hidden crime and the proceeds are rarely (if ever) declared. Recently the Chiang Mai Immigration Police visited a friend's business. They picked holes in his work permit although this guy has gone overboard to try and do everything within the framework of the Thai law - and they then demanded cash. My friend refused on the basis that once he gives into them then they'll keep on coming back. I don't understand the Thai protectionist policies towards anything that has to do with overseas workers. In the end they just damage their own economy because, as the whole world knows, the more open your economy, the more successful it becomes. Laughing Gravy
If u worked at the land office here and u could get away with it would u do it? Me thinks yes. No it is immoral, corrupt and robbing the people. I suppose it depends how you were brought up or value humanity. Personally I find it disgraceful and people who work for the government and people, should do exactly that, not for their personnel benefit. What ever way you spin it robbing or stealing is wrong, especially when there is no need except for greed. Does that answer your question?

Chris Lawrence
What about the judiciary? I suppose if it went on the amounts submitted they would get a good guernsey? Department of Lands deputy director-general Wanit Intarak said the department was aware of the bad reputation of the land offices because of the bribery. It is difficult for the department to control as many as 800 offices and units under its jurisdiction, he said. "But we have inspected and boosted ethics and morality among officials to prevent corruption. We also use information technology in the management system to limit the opportunity for officials to take bribes." So what. 800 offices. It simple sack 'em, take away any pension entitlement, holiday pay, but get rid of them. They are the cancer. Set up a hotline for the police. And do the same too them. The other thing is that it has dropped between 1999 and now. But that is not a proud thing to have around your neck. What about tax assessments, with the heads and managers to pay the bill? Strong motivation to change is what is needed. But when the head of the Government jacks up about questions from the media, the children of elite's committing crimes and not suffering any real penalties, stitched up confessions to show the public you are on the job, an unfair judicial system, pineapple King using slave labour and not held to account, not much spent on infrastructure in country areas; I suppose you try and get to the head of the cue like everyone else is doing. This is the one I really like in the story: "Officials at public schools seek bribes averaging Bt11,796 each time they are contacted for service, the Department of Customs demands an average of Bt10,538, the land-office bribes average Bt5,341, and police take Bt4,919 on average from each household, she said. Local administrations demanded only Bt1,000 on average, she said." It sounds as though Local administrators are some of the good guys. The other thing is this is where the judiciary should have been noted. I would think that to pay to have the correct verdict it would be in the 100,000+ baht range. Do you think that some may not see paying the judiciary corrupt? I suppose it’s a bit like bashing your girlfriend outside a police station, or killing a motor cycle cop with your Ferrari, or killing 9 people with your car; they all got or will get a fair and just financial hearing. Chris Lawrence
When an officer is caught red handed kicking the head of a handcuffed prisoner, then a news article saying that majority support the beating handed out then that is wrong on so many counts. The major problem to the story published was it was not condemned by the Government, which disapproves any article that would harm Thailand’s reputation. Lucky Rodney King wasn't Thai. No riots. Just an article in the press saying how well behaved and restrained the police were when they were attacking him? Go figure. When you do nothing about a criminal act, you leave yourself open to further acts of corruption. Turning a blind eye makes you just as guilty. Gulfsailor
does anyone have a source of the data? None of the numbers in the article add up. Browsing through different news sites who all report different the my best guess is that some of the numbers are not extrapolated to all households and some other numbers were not extrapolated to 12 months where the research only covered two months. I did read somewhere else that the average per household dropped to just over 5000 baht paid in bribes to these agencies per household. At 20 million households that would add up to over 100 billion in bribes paid, not the 5 billion mentioned in the Nation article. The Bangkok Post one was even funnier though in their article they claim the 5 billion was paid by just the 6000 respondents over the course of 2 months. That would extrapolate the total nationwide during one year to over 100 trillion Baht.

ChrisY1
Pol Colonel Mongkol Ketphan of the national police office said the Royal Thai Police had opened channels for people to lodge complaints on the work of the police to eliminate corruption from police stations. BIB: Good morning Sir, can I be of assistance? Man: Yes, I'd like to register a complaint about corruption in the RTPF. BIB: Of course Sir. The complaint will need a non-refundable deposit of 10,000 baht. Man: Erm, that's exactly the sort of thing I'm complaining about. BIB: Is it? Oh well, in that case it's 20,000 baht. Man: 20,000 baht!? BIB: Well, it's 10,000 baht for the initial complaint and a further 10,000 baht for complaining about the 10,000 baht. So it's two complaints, you see. Man: That's outrageous. BIB: That's business. Man: But you're a public service. BIB: Are we? I thought we were a self-serving organisation with carte blanche to demand money for anything and everything. Now, do you wish to proceed? Man: Bugger this. And even if I were to give you any money, nothing would come of it. BIB: Sir, the RTPF works in a very subtle way. Our methods are our weapon and our weapon is concealed. What we say is not necessarily what we do. Man: So what about Koh Tao; that was a mess? BIB: How do you know it was a mess? Were you there? Man: Of course I wasn't there. I was here in Bangkok. BIB: Then you have just become our new prime suspect. Officers, arrest this man immediately.... Lite Beer
Land offices ‘greediest in the country’ – bribery surveyBANGKOK: A survey has found that the country’s Land Offices are the greediest in the country, clawing in the largest total in bribes in January and February this year. But on average, public schools demanded the biggest individual bribes, at B11,796 a time, followed by B10,538 raked in by Customs offices.Chulalongkorn University’s Faculty of Economics conducted the survey on 6,048 households in January and February this year – before the Army coup – to determine how much money was involved and where the serious problems were. The poll found the respondents were asked to pay a combined B4.94 billion during the two months. Despite this being a whopping amount, it was less than a third of the B15.40 billion paid in bribes in the same period 15 years ago, according to Prof Pasuk Phongpaichit, who led the survey, and who was on the panel releasing the results yesterday (November 18).Of the total in the two months this year, 39pc was solicited at land offices, 36pc at police stations, 13pc at public schools, 4pc at the Transport Department, 3pc each at Customs offices and local administrative organisations and 1pc each at the Revenue Department’s offices and other agencies. The poll also found heads of the surveyed households perceived the police as being the most corrupt in the public sector, followed by members of Parliament, Bangkok’s City Hall Council, district councils and the Commerce Ministry. But although they were concerned about corruption, respondents generally felt the problem was less severe than economic problems and the high cost of living. They believed educational institutions were the most efficient in tackling corruption, followed by the National Anti-Corruption Commission.Prof Pasuk said that in general bribes in the form of cash comprised high-value bribes of B10 million to B100 million each, often occurring in procurements or large government projects, and low-value bribes people pay in everyday life, or what she termed “household corruption”.The survey focused on the latter as it involves a lot of people. However, to say that the severity of corruption or the amount asked from people was much less than in 1999 may be an understatement. In the wake of high-profile corruption campaigns and news, the respondents could have been cautious when answering the questions, she said. In addition, bribes might come in non-cash forms.“While the survey may give an overall picture of an improvement, the problem is acute in some areas and certain civil servants continue to be ‘unusually rich’,” she said. The Prime Minister and leader of May’s coup, Gen Prayuth Chan-Ocha, has put stamping out corruption at the top of his list of things to clean up before the military hands power back to the democratic system. -- Phuket News 2014-11-
