These are responses to, "where do you want to live?", "which day does he want to go?", and "what do you want to eat?", respectively.

I was told by a Thai restaurant waiter that it means something similar to, "hopefully", and that its use is optional in the examples above. His english isn't very good, so I don't have a high degree of confidence in his translation.

In your examples, it can be translated '(just) as long as' -

1. ผมอยู่ที่ไหนก็ได้ ขอให้มีเพื่อนบ้านดีๆก็แล้วกัน

I can live anywhere, (just) as long as I have decent neighbours.

2. เขาจะไปวันไหนก็ได้ ขอให้บอกเราก่อนก็แล้วกัน

He can go any day, (just) as long as you let him know in advance.

3. เรากินอะไรก็ได้ ขอให้อย่าเผ็ดก็แล้วกัน

He can eat whatever, (just) as long as it isn't spicy.

The phrase is also useful when negotiating a price: e.g.
