Drivers License - under the table

I heard many Thai people say they BUY their driving licences (under the table) for about 500 or 1000 baht.
- is that really true ? or not?
Does anyone have any DIRECT experience of this?
How many people in Thailand get their driving licences this way? so, what percentage of Thai drivers (bike & Car) actually know basic rules on driving?
is this perhaps the reason so many Thai People get injured or killed on Motorbikes and MiniVan crashes ?

is it really that simple to just BUY a driving license? and Does the 'under the table' license also get inputted (Registered) to the Thai Driving Authority Computer?

(PS: some people even told me you buy it DIRECTLY from the Driving Authority Centre Staff (after having failed your test) Lol

Obtaining a driver's license "under the table" would actually be an illegal activity, discussion of illegal activities is in violation of forum rules:
