How to use a smartphone to remote control another smartphone?

I use an application to control TV, aircon, laptops and soon the fridge and washing machine. Does an application exist for users to control Android devices?

Yes there is. You also cannot be sure its on your phone. The only way to disable the app is to put your phone in the microwave for 30 seconds. This will delete the app and ensure that it doesn't sneak on your phone again .. good luck!

Is that on Low/Med/High setting?

I've got a problem with this.

WiFi and Microwave Ovens use the same frequency spectrum. Isn't it possible the phone might communicate with the Microwave Oven and take control of the Oven?

If it were me, I would use HIGH, so the Microwave Oven's signal will be stronger.

Ahhhh a possibility ... err on the side of caution ... high it is then!

Dial *#06#. This puts the phone into submersible mode. Once the IMEI swim code is displayed you can place your phone in a bowl of water. Leave it there and it will automatically switch off after a minute or two. Once switched off, the phone can be microwaved dry on high for about 5 minutes. This will also erase the remote control software.

/These instructions are a joke & not to be followed. If you do follow them, then your probably not clever enough to own a phone anyway and are better off without it. If you do decide to go ahead despite this warning, please video the process and upload it to YouTube and post a link.

I used Chrome desktop remote to control my laptop from my smartphone . I am looking for an application to control my S4 and tablet from my Note 2

You mean like this?

Description
Tablet Remote let you control an Android tablet or phone with another Android device.

You can send common input like "Back", "Home", "Menu" or "Search" to the tablet, control its volume and brightness and also type words.

You can navigate in the other device like a DPad and send special command like "Play", "Next" or "Previous" which is very useful when watching a movie.

You can play games that support key input with the gamepad like most Xperia Play compatible games.

I know most virtual gamepad can't replace a real one, but with this gamepad, I'm able to easily play any platform games : it's "super mario" optimized!

Oh, your phone doesn't need to be rooted and it's free, please enjoy!

Thank you. It’s on my wishlist. In the middle of the night I used the flash of my device as a light source. Was looking to switch off the flash remotely
