I stayed about eight months in Thailand on one single and one double-entry tourist visa in 2014 (EU passport) and have been outside the country now for two months. Will there be an issue entering again with a visa-exempt stamp next year, given that I stayed in Thailand a long time in 2014? Thanks!

if there was really a problem, the io would have informed you before leaving Thailand or Thai consulate would have stamped your passport with their conditions when you asked for a visa. I don't see any problem to enter Thailand on a visa exempt then ask for a tourist visa in Vientiane or Savanaket.

I always carry at least enough money on me and proof of bank Thai account in case...

Good plan. I always have a return ticket, but have never been asked to show it.
