I entered Thailand on a non-o based on marriage. My entry stamp expires mid February.

Do I go to immigration 30 days before for under consideration of a 1yr extension?

I will be going to Changwatana and this will be my first extension based on marriage.

You can apply for your extension at Chiang Wattana up to 45 days early. There is no minimum time before your permit to stay ends to do it.

You will be given a 30 day under consideration stamp after you apply for your extension.
