suggest you do a Google for: udorn to chiang rai bus

Lots of hits but scroll down to the few for 2014.

The Hobomaps www site also says:

"Intl. Bus Alternatives to Northern Thailand

- If going to Chiang Mai, Chiang Rai, Phitsanoulok or other northwestern Thailand destinations from Vientiane you must get to Bus Station 2 in Udon Thani and there are different ways to get there from Vientiane. You can take either the Intl. bus to Udon Thani which arrives at Central Bus Station 1 in Udon Thani and then take local transport to Outer Station 2 or you can take the Intl. Bus to Nong Khai and change to a big bus there which goes to Station 2 in Udon Thani directly. Takes roughly the same time either way. Buses from Udon Thani Station 2 leave for Chiang Mai at 19:00 & 20:00 daily and take about 11 hours and those to Chiang Rai departed at 18:30 in 2012."

for a Visa run from Udon Thani it would be most convenient to travel just to Nong Khai.

If you need a new Visa go to Thai Embassy in Vientiane.

If you need a visa run than just use the Nong Khai crossing.

Depending on your nationality you can even get a visa on arrival.
