Where in Rangsit can a Thai Marriage license be translated into English?

Does this translation have to be certified by the Thai Government?

If not, where as close to Rangsit as possible.

A translation like that should not cost more than 400 baht. If you need it certified by the consular department. Not sure of a translation agency in rangsit, but you will have them around the Consular department building at Cheang Wattana road.

I think it must be certified by the Thai government or it will not be accepted in USA

You will need it certified by the consular affairs department of the Ministry of Foreign Affairs.
