American Student's Possibly Messy ED Visa Situation

I've been admitted to Payap University (Chiang Mai)'s M.A. in Linguistics program, and everything was going smoothly until the admissions dept. messed up my visa letter for my Non-Immigrant ED application.

The M.A. Program officially starts in August, but I must take some pre-requisite courses in May. However, the administrator of the university sent me the visa letter saying I would arrive in August. I double-checked with the Chicago consulate, and was told by a very irate Thai national on the phone that they will not give me a visa allowing me to come in May unless I get another letter. So, that afternoon, I immediately sent an email to the secretary explaining the situation. She attempted to get me the new visa letter about 2 weeks ago, but the president was out of her office for four consecutive days. She finally sent the letter last week through DHL, but it still hasn't arrived.

The consulate in Chicago takes 5 days to process the visa if it's mailed in. My flight for Thailand leaves the 21st of April. Doing the math in this situation, it doesn't look good. Therefore, I need someone to be very honest with me, because I have no idea what I can do....

I wondered if it were possible to enter Thailand at first with just my passport, giving me thirty days, and then applying for the visa in-country. So far, from what I've read it looks impossible. I speak Burmese fluently, so would a quick trip up to Yangon's Thai Embassy for a couple of days do the trick once I'm in Thailand, or would I be denied re-entry through that process?

Any advice would be appreciated.

Best to get a tourist visa, giving you an entry of 60 day and can be extended by 30 days. (A visa exempt entry only gives 30 days and you must have a ticket out of Thailand within 30 days or the airline might not let you board. With a tourist visa there is no problem).

Once in Thailand you get the new letter from the university and can apply in a neighboring country for an ED-visa.

In country applications are normally not possible for reasons of study.

Would I have to show proof of 10,000 THB on both entries (initial arrival to Thailand and then return from Burma or Laos or wherever), then?

Formally, yes. But you will not be asked for that.

Currently they now sometimes ask it from people they suspect are illegally working in Thailand and it is used as a reason to deny them entry. That are people who continuously stay in Thailand on visa exempt entries. You do not fall in that category so will not be asked.

To be clear, and the OP may understand this, but you mean to inform him to get the Tourist visa for 60 days in Chicago. Because upon arrival without a tourist visa you won't get the 60.

It is not impossible, because you study at an University. You would have to check with immigration there, or it may require two trips to Bangkok.

If not,even if you speak Burmese, the recommended destination to get a visa is Laos.

As i know, you get a multiple ed Visa when you study at an University. And this you could apply also Inside Thailand, but with the proof that you paid the study fees. This is my opinion, please check.
