Section 44 won’t resolve lottery overpricing at the core of the problem



BANGKOK: -- The plan of Prime Minister Gen Prayut Chan-o-cha to exercise Section 44 of the interim constitution to resolve overpricing of lottery tickets drew opposition from lottery vendors and academics with reason it won't solve the core of the problem.

Gen Prayut made clear of using power under the section as normal procedure takes time as several laws needed to be revision and changed.

He stated during his Friday’s “Returning Happiness to the People” programme broadcast on TV Pool that he wanted to see lottery ticket sold at 80 baht nationwide after several attempts to control the price were not successful through normal legal process.

But Mr Tanakorn Komkris, coordinator of the Lottery Reform People Network, said he didn’t see the use of Section 44 to control lottery ticket prices would resolve the core of the problem.

The core of the problem is unfair trade system to small lottery vendors and consumers.

Instead he suggested that Section 44 should be used to set up a fund to buy back unsold lottery tickets supervising by a committee chaired by the prime minister or representative of the National Council for Peace and Order.

He also advised that the power given under Section 45 should be used to revamp the entire lottery board and appoint outsiders to sit in the board, saying this would facilitate the Government Lottery Office in working with more flexibilities.

Vice professor Nualnoi Trirat of Chulalongkorn University’s Faculty of Economics, also voiced opposition to using Section 44 to resolve overpricing problem as it would never solve this problem which has accumulated over the past 20 years.

But she said the special power should be used to reallocate the existing quota system to ensure lottery tickets are fairly allocated to small vendors, to buy back unsold tickets.

She said solving lottery prices involved so many people and interests apparently from annual sale volumes of over 80 billion baht a year, she added.

This a goverment scheme, which totaly corrupt. It should scrapped completly. And look at lottery in other countrys. But. T.I.T.

How about arrest the so called 5 tigers?

How about making sure they do not get a hold of the tickets?

What is the point if section 44 if it cannot be used when needed

or are they only selectively using section 44?

Seems like the 5 tigers know the right people or right person

Corruption will never stop if it certain people are allowed to continue unabated

Only solution...arrest the five tigers and confisticate all their assets and monies since they have been making monies thru exploiting the scheme over the years. Then screw all these small time vendors and also the handicapped (some of these handicapped are more richer than decent hard working tax paying workers.). Have all the lottery tickets sold thru online and also at retail outlets like seven eleven, family mart etc. All those complaining vendors can go work with the BMA to clean streets, parks, or in factories so that we can reduce the number of Burmese , Cambodians in Thailand and the handicapped can be made to work in factories doing jobs that suit them . Period ...problem solved. Anyone protesting, simply lock them up for good under section 44. Whats so difficult unless there is hanky panky and government people looking to find loopholes to make monies themselves.Whats so difficult???????

The five tigers....the five fat cats really. Corruption is selectively permitted, and EVERYONE knows it. There is no public viewing of the ticket selected. There is no transparency.

I wonder how many times the five fat cats have won their own lottery? Take a guess, and it's more than once every three months.
