I am moving to Thailand from Australia for at least a few months (and most likely longer), either to Chiang Mai or Chiang Rai. I have 2 questions that I have been unable to find an answer for:

(1) Are Post Office (PO) Boxes in either city available to anyone or do you need a long-term visa?

(2) Can mail being sent to the PO Boxes have the address in English or does it have to be in Thai?

Yes you can get a P.O box without a longterm visa.

I know that is the case for Chiangrai and assume Chiangmai would be the same.

If it is Chiangrai I can certainly help you with the addresses but not Chiangmai.

As Bambina said Eng or Thai is OK. Just get the address in English from the post office as per their English letters and you will have no dramas.

When I first came to Chiangmai I got a PO Box and had a 90-day NON-O with no problem. I don't think they actually looked at the visa stamp, just my name and passport number. There is a small 'key' deposit and an annual fee of a few hundred baht.
