Correct location for 90 report?

I have done 2 extensions of stay based on retirement at Jomtien Immigration Office, the second in March of this year. I have a little over 10 months remaining on my current extension which means that I will have to do 2 or 3 more 90 reports on my current extension.

I travel quite a bit and I have done 90 reports at Sriracha, Bangkok, Phuket and Surat Thani. I did my last 90 day report in Surat Thani 2 weeks ago. I’m not yet sure how long I’m going to stay in Surat Thani. I have a ‘special friend’ here but I don’t yet know if the friendship is going to be long-term.

I decided to buy a cheap, second-hand bike here in Surat Thani and so today I returned to Surat Thani Immigration Office to get a Letter of Residence, which they issued. However, in the process, a (apparently) senior immigration officer spoke to me about my 90 report.

She said that her staff made an error in accepting my 90 day report 2 weeks ago. She said that a new rule has been introduced whereby 90 day reports must be done at the immigration office that issued the extension of stay. In other words, I will have to return to Jomtien every 90 days.

With the recent introduction of online reporting, I guess I could be anywhere in Thailand when I do my next 90 report and Immigration wouldn’t know where I am. I have an address in Jomtien – a small condo that I rent out.

Nonetheless, I would like to establish whether, in fact, any new rule has been introduced requiring 90 reports to be submitted to the immigration office that issued the extension of stay.

My immigration office (Kap Choeng) told me last year when I renewed my extension that I had to do my 90 day reports there from now on. I previously did 90 day reports @ Korat because it's half the distance.....

Yes, you must make the 90 day report to the office where you did your extension (which at most offices can also be done by mail).

Only if you officially move to a new address can you start using the immigraiton office for that area, after having notified them of your new address.

Unfortunately for me, Kap Choeng does not accept mail-in 90 day reports, so if the online 90 day reporting doesn't work for me, it's a 250Km round trip and half a day of my time burned. I'll find out in approx 30 days.....

What’s the difference between a) submitting a 90 day report at Surat Thani Immigration Office wherein I tell them my address in Surat Thani <which I did 2 weeks ago> and b ) officially moving to Surat Thani and notifying Surat Thani Immigration Office of my new address?

Maybe something to do with the difference between a Temporary Stay and a Permanent Change of address ?

Proof of address might be the difference.

A hotel slip or something is not going to cut it, they might want to see a rental contract or something like that to show you now permanently live in their area and are not just on a holiday there. This might also require address reporting by your landlord.
