Several muslim countries do not require that women wear a veil, such as Egypt, Turkey, the UAE, Morocco, Indonesia, and Malaysia. In fact, in at least two central Asian muslim countries, Kazakhstan and Kyrgyzstan, headscarves are banned in schools. So it would seem this is not a religious requirement at all, and Baghajati doesn't have a leg to stand on claiming it is.
