I notice that on the Royal Thai Embassy website for Vientiane it states that multi-entry permits are "Only for resident applicants"

What does this mean exactly as I thought that multi-entry permits were freely available to all?

Correct, Vientianne normally only does single entry non-immigrant visas.

If you want a multiple based upon marriage you can go to Savanakhet. Based on employement you can go to Penang, if you have at least 8 months left on your work permit.

In Vientiane you can get double entry tourist visas.

Vientiane does not issue multiple entry visas and especially not for retirement. There are many embassies and consulates.that don't do them.

So what I wouod need if I wanted to stay longeris a 2 entry Tourist visa. That would give me an initial 60 days and the option of another 30 days extension at immigration if I needed it.

As it's double entry I could leave the country after 90 days and return for another 60 plus 30.

I notice there is no mention of double entries on the application form other than at the bottom where you tick the type of visa required and it requires you to put Number of Entries Requested. Presumably putting 2 and handing them 5,000 baht cash is enough to show them you require a double entry tourist visa and not a single.
