Owner doesn't need to go to DLT if they give you a power of attorney form "bai morp umnartl Chonburi DLT is near the army base will post Google map tomorrow. Its a common dispute about the need to have new plates when selling a car to an owner in a different province. There is no need ( as in requirement by law ) to change the plates/province if the buyer lives in another province its just a matter of convienience. The name transfer is supposed to be done in the province that the vehicle is registered, not so convenient if its being sold in Chaingmai with Bangkok plates as they want to inspect the vehicle you would have to drive the 700 odd KM to Bangkok get the name updated in the book ( hopefully same day ) then drive all the way back. If you "move" it to another province then yes they give you new plates ( same book just updated or you can ask for a new book if you want ) and at least 2 trips to the ( now local ) DLT or get an "agent" ( they hang around the DLT ) to do the process they seem to have "connections" that can do otherwise "impossible" things.
