Im wondering if i want to obtain a non-immigrant B visa, can i convert from tourist visa to non-immigrant B if i have the proper documents? can i do it in the immigration office in Bangkok or i must leave the country and do it at the embassy? how much is it?

Yes if you have at least 21 days remaining on your tourist visa.
