NBTC faulted by NLA for overspending on self publicity

BANGKOK: -- The National Broadcasting and Telecommunications Commission was taken task Thursday by the National Legislative Assembly for overspending on self publicity and for not being transparent in several procurement deals.

The above criticism was disclosed by General Somjate Boonthanom, head of the NLA’s panel to follow up the performances of the NBTC during a presentation of the panel’s report to the NLA on Thursday.

Regarding the NBTC’s budgeting in 2013, General Somjate said the report faulted the NBTC for not following good governance practice and fiscal discipline in budget management and in the hiring of consultants.

In several procurement deals, there was only one bidder and special bidding was introduced on various occasions and the setting of TOR was not transparent in several cases, according to the study.

The panel, said General Somjate, agreed that the NBTC law and related regulations regarding the organisation’s independence and structure should be amended and decisions involving spending of a huge amount of budget must be made by resolutions of the full board of the NBTC and not just by its committees.
