Shackling of prisoners was common in Thai prisons until quite recently. It's still done with dangerous prisoners in the US. In the UK it's more of a sexual practise than crime punishment These guys entered illegally, were involved in drug running and attempted escape and were stupid enough to do doughnuts in a car thereby attracting attention to themselves. When they started singing I bet the cops wished they also had gags. -
