Don't go on a Monday.

3 PM should be fine.

I prefer to get there around 1145, get my ticket number, have lunch and browse, then back in at 1300 to wait. Depending on the day, this could cut your total time by an hour or more, if you are lucky.

Otherwise, i'd plan on collecting my ticket right after the lunch break, at 1300.

I always try to be there at 1:30, just after the return from lunch rush has dissipated. I have never failed to get my Non Im. "O" extension & Multi Entry finished in the remaining time. Things really start going quickly after 3pm. Seems the staff don't like unfinished business at the end of the day.

It does help to know the routines and have your forms downloaded and filled out and copies made in advance.
