Unlikely, today has been declared a "holiday" for government officals

I would say not open, since it has been declared a public holiday and schools and govt offices are to be closed.

Thanks for the very quick answers guys.

I'm in Mae Sai right now & the border is closed but they told me that Chiang Khong Immigration is open today, so I wouldn't assume that all immigration offices are closed. Still, I bet it's more likely that they are in BKK.
