BANGKOK: -- Justice Minister General Paiboon Koomchaya declared yesterday that the Probation Department had been a failure since it was established 33 years ago.

The minister was speaking at a meeting with high-ranking officials to drive the ministry's roadmap.

He pointed out that officials from the department only summoned newly released detainees for a two-hour chat, acknowledging the fact that the main problem was personnel shortage. He added that the country had 7,255 tambons, but only 5,000 of them have officials in charge of inmates out on probation. There are 20 to 30 such officials in each province and up to 1,500 volunteers across the country.

"I don't mean that the department should be removed from the jurisdiction of the Office of the Court of Justice,'' he said.

Paiboon also added that the Justice Ministry too was facing personnel and management problems because some officials do not understand their duties and different departments fail to work together, which causes government policies to fail.

He said most problems occurred at the Department of Corrections, the Department of Probation and the Department of Juvenile Protection and Observation.

"The government has no plans to build more prisons because it would be like accepting the fact that our society is going down. We want the Department of Corrections to reduce prison terms for inmates with good behaviour. However, so far, the concept of reducing prison terms is being used by officials with vested interests," he said.

Surely he is not suggesting that officials are taking bribes or doing anything untoward here? Couldn't possibly happen in Thailand.

Thailand has one of the higher ratio Nb of inhabitants / Nb of inmates.

Thai people are mostly honest and the country is safe.

Just a few local robbers and they get reasonable sentences. Heavier sentence would not prevent the thieves.

Most of the prisoners are related to drug. Sentences are crazily heavy. Heavier sentence would not prevent drug traffic. Only one thing could prevent it => work of police but unfortunately...

Thailand should focus on other problems (education) and forget a little bit about heavy sentences for mules or smokers OR Thai police could work hard to catch the godfathers.

Western countries have the same problem about drug => sentences are small and it does not prevent the countries to develop.

Legalize some drug is even something which can be discussed bcz anyway Thais drink so much alcohol!

THUS the Thai prisons would be half empty. The poor guys could be educated. The shortage in human resources would be addressed. Etc.

Come on Paiboon, cut them some slack, they need to get used to their roles and responsibilities, they've only been at it for 33 years.

Absolutely admitting any negative in Thai society is completely against the grain.

The best way to solve problems is to never bring them up.

This guy is quite heavily criticising the entire department.

Good on him.

I hope he's not sued for defamation.

nice that they finally made a conclusion about their failure

isn't the country one big joke ?

people in charge don't understand their duties (duh!) and people with intrested misuse it (duh!)

they also seem to have person who took over legal power with a coup

and about sticking their head in the sand for not wanting to build more prisons, yes, that is the good attitude, ignore it long enough and hope it goes away / better by itself

death sentence for big dealers,reduced sentences for the one's that give up the head of the snake

and all the rest can be put on fishing boats ...
