BANGKOK: -- The National Reform Council has tentatively scheduled September 7 as the date to cast votes for the endorsement or disapproval of the modified draft Constitution.

Mr Alongkorn Polabutr, secretary of the NRC whips, said however that the final say on the exact date of the voting would rest with NRC president Thienchay Kiranant who is still hospitalized.

The final draft charter is expected to be submitted to the NRC by the Constitution Drafting Committee on August 22 and NRC members would have 15 days to study the draft before they are to vote on it tentatively on September 7.

Mr Alongkorn explained that in order for the draft to be approved, at least 125 votes out of a total of 249 full members of the NRC would be required. He said that the 21 charter writers are entitled to vote as there is no law forbidding them to vote.

There will be no debate on the voting day and the voting will be done by means of a roll call.

Mr Alongkorn said that the NRC would schedule a meeting one of the days during August 17-21 to discuss the questions to be asked in the referendum. He added that the meeting would be asked whether NRC members would be allowed to propose additional questions or not and if the answer is yes by the majority of the NRC, the additional questions would be sent to the cabinet for consideration.
