BANGKOK: -- Mass Rapid Transit Authority of Thailand (MRTA) has proposed the Transport Ministry to seek approval from the cabinet to issue an executive decree to expropriate lands for the construction of its Yellow Line and Pink Line.

MRTA governor Peerayudh Singpatanakul said the land expropriation decree is necessary to be announced before seeking approval for the construction as both lines will be mono rail pattern, and in according to construction procedure, technical studies needed to be conducted and finished first because the MRTA board has resolved that both lines will be 100% invested by the private sector.

Therefore the project pattern needed to be concluded before the MRTA could propose the ministry for construction, he said.

However he assured that the MRTA would speed up the procedure in seeking approval from the cabinet within this year.

The Yellow Line project from Lat Phrao to Samrong is the straddle monorail system on the elevated structure along the 30.4 kilometers route with 23 stations.

It is the interconnecting line between the Blue Line at Ratchada station (Lat Phrao station of the Blue Line) and the other 4 lines of mass transit system, the Grey Line(ฺBMA) at Chalong Rat intersection, the Orange Line at Lam Sali intersection, Airport Rail Link at Rama IX interchange and the Green Line: Bearing-Samut Prakan at Samrong station.

Meanwhile the 35.5 km long Pink line will have 30 stations and will be a monorail line. It will run in the northern part of Bangkok in Minburi along Ram Inthra Road to west Bangkok in Pak Kret district of Nonthaburi province,
Chaeng Watthana Road and Tiwanon Road ending at Nonthaburi Government Center.

At the terminus there will be an interchange with the currently under construction MRT Purple Line and the proposed MRT Brown Line which is currently under evaluation.

So they are going to have monorail along with the existing overhead pick up lines (airport link) and the existing 3rd rail on the Sukhamvit and Silom lines. Nothing like interchangeability. They've already cancelled the airport express due to, they say, a shortage of rolling stock. The MRT / BST is a great system but is held severely in check due to bad planning.

Logic is somewhat failing in the OP, or maybe just too many assumptions.

- why need the expropriation decree be announced before seeking approval for construction BECAUSE both lines are monorail ?

It would seem the chap means all paperwork needs to be in order as funding is sought from the private sector. Makes you wonder what he would have said is the government would have funded the lines.
