My wife will be applying for UK Citizenship next month can she use the same English test certificate that she used when applying for ILR it is an entryl level certificate ESOL - Skills for life Level..E3 issued by edexcel?

It depends!

From Prove your knowledge of English for citizenship and settling

3. Approved English language qualifications

You can prove your knowledge of English by having an English level B1, B2, C1 or C2 level qualification on one of the Home Office’s lists of recognised English tests and qualifications. You must take all the tests at an approved test centre.

You can also prove your knowledge of English by having:

  • an ESOL qualification at Entry 3 or higher (eg Level 1 or 2) on the Ofqual register taken in England, Wales or Northern Ireland - qualifications at Entry 1 or 2 won’t be accepted
  • an ESOL qualification at Scottish Qualifications Framework levels 4, 5 or 6 awarded by the Scottish Qualifications Authority (SQA) and taken in Scotland
From November 2015, you won’t be able to use ESOL qualifications as proof for settlement and citizenship applications.

She also now needs to have passed the Life in the UK Test.
