Kyiv believes Malaysia Airlines flight MH17 was shot down by pro-Russian separatists armed with a surface-to-air missile launcher, something that Moscow has repeatedly denied.

Ukraine’s foreign minister said that bringing highly sophisticated, weapons into Donbass should be treated as a war crime.

Pavlo Klimkin said: “We will find other ways, both in the sense of getting physical persons of bringing them to justice and in the sense of clearly proven, that Russia is a state sponsor of terrorism.”

Klimkin was addressing reporters during a visit to the United Nations

The Dutch Safety Board, which under international air crash investigation rules is not allowed apportion blame, said that Ukraine should have closed the international air space over the conflict zone.

Kyiv has defended its decision to keep the airspace open, saying it was unaware that planes flying over the area were under threat from Buk-style anti-aircraft weapons.

Can't blame them for their views, considering what they've gone through.

The Soviet Union before and Russia since the breakup, have always sponsored terrorists all over the world. The only problem is "one man's terrorist is another man's freedom fighter".

I beg to differ, as I think Stalin was infinitely worse. Don't forget the western part of the Ukraine was prior to 1939 actually part of Poland. Stalin got to grab it as part of the Nazi/Soviet pact in 1939. The culture of western Ukraine was (not sure how far it was Russianised since 1945) very different from the eastern part. Although the Ukraine as a whole, prior to 1941 suffered terribly under Stalin with many millions killed.

Donetsk's people today live in limbo. Effectively, they're no longer part of Ukraine, but Moscow has refused the rebels' pleas to be incorporated into Russia. Ukraine clamped down on the rebel-held parts of the Donetsk region and the neighboring separatist Luhansk region with a choking economic blockade; pensions and social benefits were cut off and business contacts frozen. Humanitarian convoys from Russia bring in food and medicine, and international groups also scramble to supply the region's people with medicine.

Russia is also paying pensions and benefits, and salaries are paid in rubles rather than the Ukrainian hryvna. But salaries and benefits are often months in arrears and tiny when they finally come.
