I think that if I wanted something like that I would look at noise-cancelling devices rather than noise-masking devices.

I use one of the aircraft size fans one can buy from the shop in the basement at TukCom. Cuts out everything.

No, there are stand-alone noise-cancelling devices that you put in your room, and also things that you attach to the glass in your windows. Not sure how well any of them work though. It surely depends on what sort of noise you are having a problem with.

Fan noise uses the principle of white noise to drown out the other unwanted noise.

Noise cancelling actively generates an equal but opposite wave that cancels the noise wave, leaving nothing. It works very well on headphones but I dont know how well it works in a room.

I have a pair of BOSE noise cancelling headphones. Excellent but yes, a problem if you are sleeping on your side.
