MP's pass English votes for English Laws after acrimonious debate

Taken from yesterday's Independent:

English MP's get a veto over laws which affect only England. The West Loathian Question finally addressed under which English MP's do not vote on devolved matters affecting Scotland including health & education. Chris Grayling, the leader of the Commons insisted, "we are determined to strengthen the Union - we are devolving more powers across U.K. and now is the time to give the English more say over their own destiny."

Pete Wishart, (SNP for Perth & North Perthshire) said the "stupid" plans would make Scottish members "second class citizens" and warned, "Scotland is watching this and the mood is darkening. If this is an exercise in saving the Union, you could not have contrived of a more inept way to save the Union."

Surely The West Loathian Question needed addressing - 'bout time too', I say.

How it will work

There will now be a new stage added to the usual law-making process at Westminster allowing MPs for English constituencies to vote on issues deemed to only affect England.

These MPs would be able to veto the legislation before all MPs from across the United Kingdom voted in the bill's final readings.

Speaker John Bercow will decide whether a Bill only affects England, and all MPs in the Commons will still have to pass legislation at other stages of the process.

The Speaker will be able to explain his reason for certifying an issue as English or English and Welsh only and call on two senior MPs to help make the ruling.

For full parity to be restored in this particular field the English should also have a separate Parliament and there should be an end to the spectacle where English teams (Football, Rugby etc) are subjected to the British national anthem while others in the Union are allowed their songs of choice, even, or should I say especially when playing the English.

Ever since the Scottish and English Parliaments became one, Act of Union in 1707, only Scottish MPs have been able to vote on Scottish only matters.

This measure does not go that far for English MPs and English only matters; but it is typical of the SNP that they are whinging about it.

They want their independence, but still want to have a say over legislation affecting the rest of the UK!
